Today (August 1), the national health and construction commission issued the "notice on printing and distributing the standard system for grading and evaluating smart services in hospitals (trial)" (hereinafter referred to as the "notice"), which was officially launched in the first district. As of September 10, 32 districts in 31 provinces and cities will complete the data filling for the evaluation within one month.
After the release of the notice, arterial network has communicated with relevant enterprises in the industry, trying to understand the impact of this policy orientation on the industry, and what solutions will enterprises have to meet the requirements for the construction of smart hospitals?
According to the notice, the health and fitness commission has decided to carry out 2019 grading and evaluation of smart services in secondary and above hospitals that use information systems to provide smart services, and has made clear requirements on grading and evaluation standards and methods for smart hospitals.
In this classification, the health and fitness commission will evaluate the function of hospitals to provide intelligent services for patients and the effects of patients' experience based on the application of informations in hospitals, with a total of six grades.
According to the basic service contents that should be covered in each link before, during and after the diagnosis of patients, and in combination with the hospital information construction and Internet environment, a total of 17 evaluation items of 5 categories were determined in the whole system. In the notice, the document states the belief in each grade of each rating item.
So the policy has arrived, information enterprises, artificial intelligence enterprises and director of information how to view the intelligent service classification evaluation standard system to promote? Enterprise side, hospital side and how to deal with? Arterial interviewed several companies to try to find out what was going on behind the policy.
The essence of a smart hospital is convenience

Domestic enterprises such as tencent, huawei, weiyi orthopedics, united space medical, left hand doctor, and jianhai science and technology have already laid out smart hospitals. In addition to the aforementioned wisdom of pre-diagnosis service, there are corresponding solutions in diagnosis, post-diagnosis and doctor-patient education.
Left-handed doctors are enterprises involved in many rating projects of smart hospitals. Among the 17 projects involved in the notice, the products of left-handed doctors can be applied to grade 5 rating of 9 rating projects, covering more than 50% of the rating projects. To some extent, policy orientation and business promotion are complementary.
However, unlike other assessments such as connectivity, no single company can fully cover 17 services, depending on the rules. In fact, this rating will not only be limited to evaluating the informatization level of the hospital, but also the scientific and technological level of the hospital. For example, the "patient management" level 5 evaluation standard in "post-diagnosis service" requires the hospital to dynamically adjust the rehabilitation plan according to the changes of patients' conditions. The key to the assessment has been beyond the hospital's self-built capacity, but the hospital needs to combine artificial intelligence, information enterprises to complete the project evaluation.
In addition, there are some level 5 projects that have been realized or are less difficult to realize, such as "family service" in "post-diagnosis service", which requires hospitals to recommend family physician teams to patients according to their conditions, address and other contents. The "patient convenience and guarantee service" in the "in-patient service" requires the hospital to support the management department to automatically recommend appropriate meals to patients according to the diagnosis and treatment situation of patients and in combination with the dietary orders made by dieticians. Under the existing NLP technology, these two points have been relatively easy to achieve, here more reflected, is the hospital and the patient after leaving the hospital care.
In the past, hospitals focused on the construction of information within the hospital, that is, they paid attention to the convenience of the hospital itself and indirectly promoted patients' medical experience by improving administrative efficiency and information transmission efficiency. However, this policy is directed at patients' experience. From the perspective of specific scoring criteria, the hierarchical evaluation of hospital smart service is a detailed description of every link and level. So, will the smart hospital enter the era of great strides in development? In fact, smart hospital ratings may still be an option in the short term, and the effect will only be felt over the long term.
During the interview, we found that the attitude of enterprises towards the notice was relatively calm. After all, the smart hospital was not built in a day, and the smart plan also needs a gradual process.
"From the hospital level, the policy has for the first time included the assessment objectives of improving patients' medical experience and carrying out life-cycle health management, providing a standardized construction guide for the hospital intelligent service information system. From the enterprise level, the policy has expanded the development path for many medical informatization companies including us, and the graded evaluation project will also stimulate the birth of more vertical field projects and enterprises. From the doctor-patient perspective, the policy provides choices for patients to obtain more and better medical services, and the improvement of patient satisfaction can effectively alleviate doctor-patient conflicts."

Left-handed doctors also see this as a good opportunity for them. "most of our partner hospitals are at level 2-3, so we can provide them with smart systems that meet level 5 requirements. "In the future, we may also integrate existing products and try to create a one-stop service system so that hospitals can better rate smart."
Of course, how to implement, the hospital is the key. Shao wei, director of the information center of the first affiliated hospital of China medical university, told the website: "because the standards have not been issued for a long time, there are many projects, and they need to be interpreted, the information department also needs to make a profound study of the projects, and further optimize the application under the premise of hospital management adjustment, so as to support the business to meet the standards. Of course, in order to realize so many smart hospital projects, relevant standards need to be further improved."
What else needs to break through?
Generally speaking, "smart hospital" includes "smart medical treatment" for medical staff, "smart service" for patients, and "smart management" for hospitals. Aiming at these three aspects of the underlying system construction, will lay a solid foundation for integrated medical services. In the future, the specialized intelligent medical system combining the characteristics of diseases will certainly provide patients with safer, better and more efficient medical services, and greatly improve their medical experience.
There may be a long optimization process from the implementation of the policy to the achievement of the results, such as the electronic medical record rating, such as the interconnection rating, such as the smart hospital rating.
At this stage, there are still three problems to be improved.
The first problem stems from informatization, that is, data standards and connectivity cannot meet the requirements, and smart medical care seems to be inadequate. The level 5 standard of "presentation and navigation" of services in diagnosis requires the hospital to "obtain the arrangement of diagnosis and treatment activities of multiple departments within the hospital or medical consortium of patients, and plan the best diagnosis and treatment path for patients"; The "patient management" level 5 standard for post-diagnosis services requires the hospital to "receive relevant electronic medical record information outside the hospital through the information system, and form a follow-up record based on the diagnosis and treatment in the hospital". The former is the requirement of hospital informatization and the latter is the requirement of medical consortium informatization. When information is not enough to support the situation, smart medicine still needs some time.
The second is cost. Although the rating required by the government can promote the intelligent upgrading of hospitals, it is only limited to hospitals with capital capacity and relatively mature informatization. In addition, hospitals do not have strong urgency for rating.
The third issue is medical quality safety and patient privacy protection. With the gradual opening of information, the difficulty of information protection also increases. Information opening and information security are always in a dilemma. Only by solving them systematically can we realize wisdom.
